Jēkabs vive a Riga, ama disegnare mappe ed è affascinato da una leggenda sulla sua città: nessuno deve mai dire che "Riga è pronta" o il fiume la sommergerà e si dovrà ricostruire tutto da capo. Ma quando è proprio lui a pronunciare le parole fatidiche, ciò che accade è che viene spedito a passare l’estate dall’altra parte della città insieme alla scontrosa cugina Mimmi e allo zio Falco. Si prospettano giorni terribilmente noiosi! Quando però, nel degradato quartiere di Maskačka, Jēkabs incontra il Capo e il suo branco di cani, tutto cambia.
